Don't Try to Establish Layer Order from a Directive

It's tempting to reach for an Angular directive that injects a <style> block declaring the recommended layer order into <head>, so consumers don't have to remember to add it manually. Don't — it doesn't work. Cascade layer order is decided by whichever @layer declaration the browser parses first, and by the time any Angular directive's ngOnInit() runs, the browser has already downloaded and parsed every stylesheet that was present in the initial HTML <head> (including your app's own bundled CSS) — Angular's JS bootstrap, and every component lifecycle hook with it, only starts after that CSS has already been parsed. A directive-injected <style> tag lands too late to influence an order the browser already established from the stylesheets that were there first.

The reliable fix is the one from Step 1 above: declare layer order as a static @layer library, app; statement directly in your global stylesheet, so it's part of the CSS the browser parses before any JavaScript runs at all. If you're publishing a component library, document the recommended layer order for consumers to add to their own styles.scss — don't try to inject it at runtime.
